ARDOT Documentation Standards

ARDOT follows standard AASHTO T180 Modified Proctor for compaction on state highway projects. Arkansas's highway construction standards require complete compaction documentation at each test location: project number, route, station and offset, lift number and depth, material classification, lab MDD and OMC, field density (nuclear gauge, including gauge serial and calibration date), field moisture, percent compaction, ambient temperature, and inspector's certification number.

ARDOT compaction standards: 95% modified Proctor for embankment, 97% for the top 12 inches of subgrade, and 100% for pipe zone backfill within 12 inches of pipe. Arkansas's hot, humid summers create moisture management challenges — rainfall events can push fill moisture above optimum and require documentation of drying passes before compaction resumes.

ACLB Contractor Licensing

The Arkansas Contractors Licensing Board (ACLB) requires a license for any contractor or subcontractor performing a single project valued at $20,000 or more. This is one of the lower licensing thresholds in the Southeast and catches many contractors who assume licensing only applies to large commercial work. ACLB licenses are issued in two primary categories: Commercial/Industrial (for commercial, industrial, and public work) and Residential (for single-family and small multi-family).

License documentation requirements include: financial statements, notarized applications, experience references, and passing the ACLB examination. Subcontractors performing specialty work (electrical, plumbing, mechanical) are licensed through separate boards. The ACLB license number must be included on all contracts, bids, and permits for covered projects.

Northwest Arkansas Construction Market

Northwest Arkansas (Benton and Washington counties) is the fastest-growing construction market in the state, fueled by Walmart's global headquarters in Bentonville, a large supplier community, and major retail and commercial development following the population boom. Walmart's corporate real estate and construction standards have elevated pad certification and documentation expectations in the region — national retailers using Walmart as an anchor often require documentation packages aligned with corporate standards that exceed local code minimums.

The region's hilly Ozark terrain creates significant earthwork challenges. Cut-and-fill documentation for steep-slope sites, retaining wall construction with drainage documentation, and soil nail/geotech anchor documentation are common requirements in the Fayetteville/Bentonville area that don't apply to the flatter central Arkansas markets.

Federal OSHA Compliance

Federal OSHA 29 CFR 1926 governs all private construction in Arkansas. Required documentation: OSHA 300 logs (posted February 1–April 30 each year), OSHA 301 incident reports within 24 hours of recordable injuries, toolbox talk records (weekly minimum with signed attendance), equipment inspection logs (daily for cranes, forklifts, AWPs), excavation competent person documentation and daily inspection logs, fall protection plans, and training certificates. Records must be maintained on-site and available for inspection without notice.
