Common Documentation Requirements Across All States

• Pad certifications — Required for building permits in nearly every state; tolerance standards and submittal timing vary by AHJ. Most commercial projects require PE-stamped certification before framing inspection.
• Compaction test reports — Format varies by state DOT; all require field documentation with density, moisture content, percent compaction, and test location. Most DOTs use AASHTO T180 Modified Proctor; Texas uses its own Tex-113-E method.
• Contractor licensing — Ranges from statewide mandatory programs (NC, TN, VA, UT) to purely municipal systems (OH, MO, PA for GC). Specialty trades typically licensed at the state level.
• Lien law notices — Deadlines and formats vary dramatically by state. Texas requires monthly notices; Pennsylvania and California have formal preliminary notice requirements. Missing a deadline eliminates lien rights entirely in most states.
• OSHA compliance records — 22 states have their own OSHA State Plans (including CA, WA, OR, MI, MN, VA, TN, NC). All others follow federal OSHA 29 CFR 1926 directly. OSHA 300 logs, toolbox talks, and equipment inspection records required everywhere.
