Iowa DOT Documentation Standards

Iowa DOT uses AASHTO T180 Modified Proctor as its standard for compaction on state highway projects. Iowa's deep, clay-rich soils (particularly the Loess Hills in western Iowa) create consistent earthwork documentation challenges. Clay soils are moisture-sensitive — Iowa DOT projects frequently require lime stabilization of subgrade material before compaction, and all stabilization applications (lime type, application rate, mixing documentation, and retest results) must be documented as part of the earthwork record.

Iowa DOT uses SiteManager for electronic project documentation on major highway contracts. Field testing data entered into SiteManager is reviewed by Iowa DOT project engineers in real time. Discrepancies or missing entries are flagged immediately and must be resolved before progress payment certifications are approved.

Iowa OSHA — State Plan

Iowa OSHA (Iowa Division of Labor) operates as a full State Plan for both private and public sector construction. Documentation requirements match federal OSHA 29 CFR 1926 at minimum. Iowa OSHA's construction enforcement priorities have included trenching and excavation safety and fall protection — documented incidents in these areas receive heightened inspection scrutiny. Competent person qualification documentation for excavation and scaffolding must be current and on-site.

Data Center and Wind Energy Construction

Iowa has become a major US data center location due to its low electricity costs, robust fiber connectivity, and central location. Meta's data center campus in Altoona (Des Moines suburb), Google's facility in Council Bluffs, and Microsoft's campus in West Des Moines represent some of the largest data center construction programs in the Midwest. These projects require documentation standards significantly above standard commercial code: third-party special inspection programs, detailed MEP installation records, and commissioning documentation packages.

Iowa ranks in the top 5 US states for installed wind capacity. Wind farm construction documentation requires: turbine foundation pad elevation and compaction records, access road compaction and grade documentation, collection system cable trench records, and substation construction documentation. Most Iowa wind projects operate under PPA (power purchase agreement) structures where documentation is reviewed by the financing entity in addition to the AHJ.
