WVDOH Documentation — Mountain Highway Requirements

West Virginia Division of Highways (WVDOH) uses AASHTO T180 Modified Proctor for state highway compaction. West Virginia is one of the most topographically rugged states in the eastern US — virtually every major highway project involves significant rock cuts, high fill embankments, and retaining walls. Unique WVDOH documentation requirements relative to most states include: rock cut slope scaling and loose rock removal documentation, blasting documentation (shot design, seismograph records, pre/post-blast surveys), and embankment settlement monitoring records for high fills on soft foundation soils in river valleys.

The Appalachian Development Highway System (ADHS) — connecting West Virginia to the interstate network through the mountains — is a multi-decade federal-aid program that has created substantial WVDOH documentation work and continues with active projects. ADHS documentation follows standard FHWA federal-aid requirements with 10-year minimum record retention.
